Samuel Baroukh
Deputy Director of the Public Affairs Division France
A graduate of Sciences Po Paris with a degree in history, Samuel has over 20 years' experience, successively in the political, public and industrial sectors.
Initially a parliamentary assistant, he became deputy chief of staff at the Ministry of Health and Solidarity, then at the Ministry of Labour, Social Relations, the Family, Solidarity and Cities. In 2009, he was appointed chief of staff at the Secretary of State for Ecology, then at the Ministry of Sport until 2011. He then joined the Quai d'Orsay in the same capacity at the Ministry of European Affairs.
Wishing to broaden and diversify his experience, from 2012 he held the position of Head of Government Affairs at Philip Morris France for 5 years.
He joined Domaines Publics in May 2017 and then the Public Affairs division of Publicis Consultants from July 2018 to December 2022.
At Stratégies & Publics, Samuel advises and supports clients in promoting their interests to national public decision-makers. He is also involved in devising and developing their influence strategies.

Thomas Bonnel
Director of the Territorial Public Affairs division
A graduate of Sciences Po Paris, Thomas began his career at the Institut des Relations Internationales et Stratégiques (IRIS) and then at the press and publishing group Wolters Kluwer France. For more than 25 years, he has worked with senior executives of industrial and service groups and professional federations in a variety of sectors (environment, construction, property, energy, mobility, health, industry, services, etc.), advising on public affairs strategy, corporate communications and development at national and regional level, first with the Domaines Publics group, then with Publicis Consultants. At the same time, he was a partner in a training consultancy where he developed concepts relating to the marketing of service offerings, development of public tenders and relationship management with local public decision-makers. In 2023, he co-founded Stratégies & Publics, which joined the Forward group in 2025. He now co-pilots Forward Global's Territorial Public Affairs business.

Pierre Buton-Hascoet
Consultant
Pierre holds a master's degree in Political and Parliamentary Work from the University of Nanterre and a degree in Political Science from the Institut Catholique de Vendée.
In 2016, he joined the parliamentary team of a Group Chairman in the Senate, where he is responsible for organising his local agenda and relations with elected representatives in his department. As part of various national, regional and local election campaigns, he is also responsible for coordinating and preparing travel.
To diversify his experience and skills, Pierre joined Publicis Consultant in September 2022, in the Public Affairs division.
With Stratégies&Publics since January 2023, Pierre supports his clients' institutional relations with national and local public decision-makers in defending their interests in parliament or responding to local public consultations. Pierre works with clients in the housing, energy, technological infrastructure, retail and transport sectors.

Nicolas des Boscs
Consulting Director
Nicolas advises and supports companies, federations and associations in defining and implementing their institutional strategies. He is particularly involved in the mobility, health and circular economy sectors. He also trains numerous social entrepreneurs from the international NGO Ashoka in the challenges of lobbying.
Nicolas holds a degree in Public Law and Political Science, as well as a Masters in National and European Public Affairs from the Institut Catholique de Paris. He has worked alongside a deputy mayor at the French National Assembly and at the Institut Montaigne.
Nicolas joined the Paris office of ARCTURUS GROUP, a Forward Global company, in 2018. He is now a Director there.

Agnès Dubois Colineau
Director of the Public Affairs Division France
For over 20 years, Agnès has been advising senior executives and management committees on structuring and implementing influence strategies to support their development objectives. In particular, she assists industrial players faced with complex transformation projects or operational challenges, both in France and at European level. She works in sectors such as transport, energy, healthcare, agri-food and digital.
As co-founder of a public affairs consultancy with offices in Brussels, Paris and Berlin, she manages multicultural and multidisciplinary teams. A graduate of EDHEC and a certified member of ESSEC's Women Be European Board Ready programme, she now co-pilots Forward Global's Public Affairs activities in France.

Louis-Alexis Fabre
Consultant
After obtaining a Master's degree in European Affairs from the Sorbonne and a degree in Political Science, Sociology and Economics from the Institut Catholique de Paris (ICP), Louis-Alexis joined a shared micro-mobility company in 2020 as a public affairs and development officer.
In autumn 2022, he will join the Public Affairs division of Publicis Consultants.
Working for Stratégies&Publics / Foward Global, Louis-Alexis will support the institutional relations and national and regional influence strategy of players in the energy, industry, employment, early childhood and hotel sectors. He is also involved in preparing for parliamentary hearings and managing institutional crises (parliamentary commissions of enquiry).

Victor Lailler
Consulting Director
Victor studied political science after gaining a degree in modern literature, and began his career during a presidential campaign, then working for a political party and at the National Assembly, where he acquired a detailed knowledge of the workings of parliament. In 2020, he joined Publicis Consultants to work with players in the transport and energy sectors, developing a strategic approach based on legislative monitoring and an operational understanding of public decision-making. At Stratégies&Publics, he advises players from a wide range of sectors - energy, agri-food, digital, social security - and designs influence strategies tailored to their regulatory, institutional recognition and economic development challenges.

Thibault Lauroa
Consultant
With a degree in Public Law and Political Science from the Institut Catholique de Paris (ICP), Thibault continued his training with a sandwich course in Political Science, Influence and Public Affairs at the Université Paris-Saclay.
After an initial experience in the parliamentary team of an MP from the Yvelines region, he joined the consultancy Stratégies&Publics in May 2023 as a work-study student. Thibault then joined Forward Global - Stratégies&Publics in March 2025 as a Consultant. He works on influence strategy and institutional relations for players in the digital, health and housing sectors.

Christophe Portal
Deputy Director of the Territorial Public Affairs division
Christophe is a graduate of the Institut d'études politiques d'Aix-en-Provence and holds two post-graduate diplomas (human resources management and business administration).
After working for Senator Jean Puech for 4 years, he joined the world of local government in the Paris region for 8 years as deputy director of the cabinet of the mayor of Nogent-sur-Marne (Val-de-Marne) in 2000, then of the deputy mayor of Poissy (Yvelines) until 2008. Christophe joined the Domaines Publics consultancy in early 2009, then the Public Affairs division of Publicis Consultants in 2018, which he co-directed for two years. At Stratégies&Publics/ Forward Global, he specialises in local and regional public affairs. He advises our clients on their relations with local public decision-makers, their commercial development in the territories and their responses to public tenders in sectors such as construction and public works, property development, transport, water and sanitation, engineering and energy. He also provides training in preparing tenders and marketing offers.
Finally, he is involved in initial and continuing training courses, notably at Sciences Po executive education and Centrale Supélec.

Aurélien Vanderschaeg

With a degree in public and European law and a wealth of experience working with national and local elected representatives, Aurélien specialises in local and regional public affairs and project lobbying.
For over 15 years, he has been helping companies - large groups, SMEs and start-ups - with their commercial development.
In particular, he advises our clients on their relations with public decision-makers and supports them in their business approach and responses to calls for tender, especially in the mobility, construction, engineering and energy sectors.
He is also involved in training assignments and promoting our offers.

Steven Zunz
General manager
A graduate of the Institut d'études politiques d'Aix-en-Provence and holder of a DESS (post-graduate diploma) in commerce and marketing, Steven began his career working for a political party, as well as for leading political figures in the National Assembly and the Government.
He then moved into public affairs consultancy, co-founding and developing several firms specialising in influence strategy. He sold his business in 2018 and became Vice-Chairman of Publicis Consultants. In 2023, he created a new consultancy, Stratégies & Publics, which joined the Forward Global group in 2025.
Steven assists companies and professional organisations with their institutional relations, and advises a number of company directors, particularly on sensitive or structuring issues.
The team he heads up at Forward Global operates in France, at European level, as well as in Germany and the main Member States of the European Union.
Brussels

Edouard Debra
Deputy Director of the European Public Affairs Division
With a degree in accounting and management, Edouard joined the European Parliament in 2004 as a parliamentary assistant, working mainly on information and communications technologies, SMEs, industrial policy and energy issues.
Thanks to his in-depth knowledge of the European Parliament's decision-making mechanisms and his understanding of business needs, he has acquired particular expertise in developing methodologies to ensure that business objectives are taken into account. Edouard co-founded and directed Europtimum Conseil, where he worked on risk management and issues related to strategic corporate communications via social media.
In 2024, Edouard and Arcturus Group / Stratégies & Publics joined forces, before joining Forward global in 2025.

Julie Guersent
Consulting Director
Julie has worked in European public affairs for several years. For over 7 years, she has been advising and supporting her clients, particularly in the fields of agri-food, sustainability and mobility.
Before working in consultancy, Julie had a number of internships at Spain's Permanent Representation to the European Union and at the General Secretariat for European Affairs (SGAE) in Paris.
With a degree in political science and a Masters in international relations, Julie joined the Brussels office of ARCTURUS GROUP, a Forward Global company, in 2018. She is now Director.

Katherine Jeffery
Consultant
Katherine joined the Brussels office of ARCTURUS GROUP, a Forward Global company, in 2024, where she focuses mainly on the circular economy, mobility and agriculture sectors. She graduated in International Studies from the University of Florence and holds a Master's degree from the Institute of European Studies of the Université Libre de Bruxelles. Prior to joining ARCTURUS GROUP, she worked in the public affairs team of a tech company and interned in a consultancy as part of a public policy programme at Google. Katherine is Italian-British and speaks French, English and Italian.

Antoine Lefranc
Director of the European Public Affairs Division
With over 30 years' experience as a corporate lawyer and public affairs professional, Antoine has focused on highly regulated consumer product sectors - tech, industry and environment, agri-food, health products - at both EU and Member State level. Antoine has 15 years' experience with a US multinational firm, where he held a number of senior positions in the External Affairs function in Europe. He also spent 5 years with the Rémy Cointreau group as head of legal affairs for the Alcohols, Spirits and Cognac division, and began his career with the Lactalis group, where he set up the food legislation and European law department. In 2018, together with his partners, he set up the consultancies J&L Cabinet and Woodz EU Insights, which specialise in public affairs and communications consultancy in Paris and Brussels. He joined Stratégies & Publics in December 2023 as Associate Director.
He holds a post-graduate diploma (DESS) in European law and a master's degree in international private and business law from the Faculté Jean Monnet - Université Paris-Saclay, and currently co-pilots Forward Global's European public affairs activities.

Christine Nagy
Consultant
Christine joined the Brussels office of ARCTURUS GROUP in 2024 and works mainly in the fields of environment, digital and internal market. She is a graduate of the College of Europe in International Relations and EU Diplomacy. She also obtained degrees in European Public Affairs and International Public Policy and Management in the Netherlands.
Before joining ARCTURUS GROUP, Christine worked at the Belgian Permanent Representation to the EU and at the Ministry of Foreign Affairs during the Belgian Presidency of the Council of the European Union. She is Belgian-Dutch and speaks French, Dutch, English and German.

Gilles Teisseyre
Senior Advisor
A graduate of the University of Paris 2 ASSAS, in public and business law, and of the Institut d'Etudes Politiques de Paris, Public Service section, Gilles worked from 1992 to 1998 for the Belgian agency Interel before joining Gavin Anderson in 1998, where he set up and developed the institutional strategy department in Paris and Europe.
Gilles set up ARCTURUS GROUP in Brussels in 2001, before opening new offices in several major European cities. He is now in charge of commercial prospecting and the group's international development, as well as helping to define the institutional strategy for a number of projects.
Berlin

Anna Wendt
Senior Consultant
Anna joined ARCTURUS GROUP in 2022 as a consultant in Berlin. Prior to this, she gained initial practical experience at the Hamburg Senate, the Bundestag and the Bundespresseamt, during which she was able to deepen her knowledge of the German political landscape. At ARCTURUS GROUP, Anna works for clients on the German and Austrian markets (in the fields of consumer goods, food, mobility and sustainability) as well as at EU level (digital).
Anna studied political science as part of a Franco-German course at the Catholic University of Eichstätt-Ingolstadt and at the IEP in Rennes, specialising in communications. She speaks German, French and English.

Salomé Cohen-Aherfi
Senior Consultant
A graduate of the École Normale Supérieure de Lyon and the Institut d'Études Politiques de Lyon, Salomé has been working for several years with companies and organisations on their institutional challenges, at both national and local level. She is particularly active in the agri-food, energy, transport and social economy sectors.
Before joining the consultancy world, she had a number of experiences that strengthened her ability to articulate the different levels of public decision-making, within the office of the President of the European Committee of the Regions in Brussels, within the General Services Department of the Villeurbanne municipality and within the Lyon Regional Audit Office.

Alain Jung
Consulting Director
A graduate of the Institut d'Études Politiques de Paris, Alain also has a law degree and is a graduate of ESSEC. After a career in the public sector, he joined ARCTURUS GROUP in 2006. A specialist in French local institutions, Alain brings his practical experience to companies wishing to develop their regional activities and/or position themselves effectively in this context, as well as assisting regional SMEs in implementing their national and EU public affairs strategies. A regular speaker at training courses run by various Instituts d'Etudes Politiques, Alain also represents industrial players at sessions of the European Commission's permanent working groups dedicated to vehicles (homologation, pollution, safety, mobility).
